Cube in ASP.Net WebForms project

I am trying to get the Cubes to work in an ASP.Net WebForms project, the page loads however the text for the buttons is wrong i.e. "Toolbar_Connection"
I have checked the network log for the browser and I am getting a 404 requesting /api/localization/getDictionary/en?fallbackLanguage=en
I have copied the Assets and bin folders, updated the web.config with the ranet and nlog sections
How do I resolve this?

In order to fix the issue, we must first reproduce the issue in our labs.
We do not have ideas why this error can occur on your machine either.
Could you please provide us with the following info?
1. A small demo project, reproducing the problem;
2. Detailed steps to reproduce the problem.

He is a worker (checked by different developers). Let's work with him and sort out problems
