DockPanel positions get lost

Hello,
I have upgraded my Project from 15.2.9 to 16.1.6.
After the upgrade (by simply using the conversion tool), the positions/states of dock Panels get lost.
For example: the user opens a view, shows a Panel by clicking the menu and then closes the view.
When the user opens the view again, the Panel is hidden.

This worked fine in 15.2.9. Is this a known bug?
Remark: the application is in TabbedMDI Mode.
