How to setup Secondary administrator settings

Scenario.
The developer only can have full administration permissions.
Another role has been created to act as administrative role.
How do I setup settings using settings module so that some keys can only be edited by secondary admin role only?

Hello!

We have two kinds of settings:
1.administrator settings
2.user settings

Am I getting it right?
Two admin roles have to edit admin settings.
And some keys on this form (administrator settings) should be edited only by the second admin role.

Exactly.
The second administration role is has limited permissions to other entities but full access to settings.
